Measured against yesterday's regular-session close, not the premarket open. Chart-vendor premarket-change fields anchor off a different close and under-report the move.
Below a dollar the spread eats the trade before the thesis gets a chance. Above the cap the size a retail account can actually carry stops mattering.
Small floats move. Rows where the provider has no float on file are kept and flagged as unknown — never silently dropped, and never counted as low-float.
